IRS Form 911, also known as the “Request for Taxpayer Advocate Service Assistance” is a form that taxpayers can use to request assistance from the Taxpayer Advocate Service (TAS). TAS is an independent organization within the IRS that helps taxpayers resolve problems they have been unable to resolve through normal channels.

It is responsible for assisting taxpayers who are experiencing economic harm, who are seeking help in resolving tax problems that have not been resolved through normal channels, or who believe that an IRS system or procedure is not working as it should. TAS is also responsible for identifying issues that affect large numbers of taxpayers and recommending changes to prevent those problems.
What is Required From the Taxpayer
When taxpayers submit Form 911, they must provide a detailed description of the issues they are experiencing, including their actions to resolve the issues and the specific assistance they seek from TAS. Taxpayers must also provide information about their current financial situation, including their income, expenses, and assets.
Once a taxpayer submits Form 911, TAS will review the request and determine whether it meets the criteria for assistance. If the request is approved, TAS will assign a Taxpayer Advocate to work with the taxpayer to resolve the issues they have been experiencing. Taxpayers can expect the Taxpayer Advocate to work with them to identify the root cause of the problem and develop a fair, impartial, and respectful resolution.
Taxpayers can also expect the Taxpayer Advocate to work with them to identify and resolve systemic issues that may be causing the problem. The Taxpayer Advocate may also recommend changes to IRS procedures or systems that will prevent similar problems from happening in the future.
What You Can Expect from the IRS
The Taxpayer Advocate will keep the taxpayer informed of the progress of their case and will provide a written report of the resolution once it is completed. If the Taxpayer Advocate is unable to resolve the issue, they will provide the taxpayer with a written explanation of the reasons why and will recommend further action the taxpayer can take.
It’s important to note that, TAS service is limited to individual taxpayers, and not available to taxpayers under examination, litigation, or criminal investigation. Also, a taxpayer may seek assistance from TAS only if the taxpayer has exhausted the administrative remedies available within the IRS.
